In August 2021, BG(R) Turner was appointed as the Executive Director of the Kansas Office of Veterans Services by Governor Laura Kelly. In this role, he leads the agency in its mission to honor Kansas Veterans and their eligible family members as a civilian within the state of Kansas. This role also offers him the chance to continue to foster an environment where Veterans can thrive and be valued amongst their community. His responsibilities include overseeing three critical programs: Veterans Services Representatives, State Veteran Homes, and the State Veterans Cemeteries. 

Bill is a graduate of the United States Military Academy, where he earned a Bachelor of Science in Engineering Management and was commissioned as a 2LT in Field Artillery in 1986. He also holds a master’s degree in National Security and Strategic Studies from the National War College.

Over the course of his career, BG (R) Turner commanded at the Battery, Battalion, and Brigade levels. He served in a variety of key staff roles and later in his career served as the 51st Commandant of the United States Army Field Artillery School and Chief of Field Artillery. 

BG(R) Turner’s career spanned numerous global assignments including duty in Germany, Iraq, Afghanistan and Saudi Arabia His service concluded as the Deputy Commanding General of the 1st Infantry Division.

BG(R) Turner is married to the former LTC (Ret.) Alissa Deuel, and together they have four children.
